The designation used for the position of the Soviet leader is inconsistent throughout the series. It is often called "Premier", but also "President" several times, and sometimes just "Leader". In the OTL, the post of the Soviet head of state was called "Chairman of the Presidium of the Supreme Soviet" before being transferred to the new office of "President of the Soviet Union" after 1990 under Gorbachev.
The title of "Premier" (or formally "Chairman of the Council of Ministers") did exist in reality, but it refers to the head of government, not the head of state.
