Gavin Donahue is an American FBI agent. After the Apollo 23 disaster in August 1974, he was commissioned by the Department of Justice to investigate on potential security breaches at JSC and other NASA facilities.

After the explosion of Apollo 23 on its lauch pad on August 24, 1974, the FBI started an investigation on potential Soviet sabotage. FBI special agent Gavin Donahue was given wide latitude by the Department of Justice to investigate within NASA's organisation.[1]
Donahue suspected Soviet influence everywhere. His investigations led to Aleida Rosales' father Octavio being deported back to Mexico,[2] and also put great pressure on Ellen Waverly and Larry Wilson, as the latter was suspected by Donahue to be a homosexual under Soviet influence. This was the main reason for the two to get married as a cover-up.[3]
