Star City header/footer template

This is a helper template used on all subpages of Star City.

It generates the header with the tab layout and the subpage names, or the footer, as well as categories and the display names.

Syntax

{{Project:Star City/t|<h>/<f>|<tab-no>}}

Parameters

Param	Description
1	Defines the output. Values: h header → creates the header f footer → creates the footer
2	Tab number Values: 1 - 5 (currently)
