Star City updates

General CSS layout for Star City pages.
Applied through {{starcity}}, adding the class .starcity, used in Fandomdesktop.css.
Many template updates (many more to do) → See tracking cats below & tab "ToDo" (all incomplete).

⇨ Star City may possibly have only 8 episodes per season.

The information is currently unclear. The WGWA page lists 8 episodes, but in a SDCC2025 interview end of July, RDM was talking about 10 episodes.

If true, this will break several templates, even some that already got a Star City update.

{{starcity}}	applies the class `.starcity` to pages which apply the SC design
{{ifSC}}	determine if a page is Star City related, from pagename or parameter
