On election night, the course of the election was a tight one, especially in Florida and Pennsylvania. In Florida, Gore was considered the winner just before polls closed in the Florida panhandle by many news networks including Eagle News, but as votes came in from the traditionally Republican districts in the panhandle, Bush began to narrow the gap and networks withdrew their predictions that the state was for Gore. But at nights end, all votes were tallied and Gore won the state with a 1,000 vote lead. Also, Florida Secretary of State Katherine Harris, who also was the co-chair for the Bush campaign in the state, said early on election day that she wouldn't require overseas ballots to be post-marked by election day. This move caused most pundits to predict that Gore would lose Florida, most of those overseas votes were from members of the armed forces who traditional favored Republicans. But Gore shocked pundits by winning Florida, due to his handling of the Elián González case, as he showcased his political skill by cobbling together a collation of Democrats and Republicans in Congress to grant the boy citizenship, which help him win over Cuban-Americans in Florida. Gore by the end of the night would win Allegheny County in Pennsylvania, giving him enough electoral votes to win the state and become president-elect.
